Income/Expenses

Monarch is a private not for profit organization chartered in the State of North Carolina in 1958. As a not for profit, we believe that transparency is important. We are exceptionally ethical, and are audited by independent bodies at least annually, and the state whenever they choose. We file all required governmental reports, including a 990 form which is available upon request.

Revenue

Monarch gets the majority of its funding through providing services that are Medicaid funded. That means that when we provide a service, we bill the funder of that service, and we are paid from federal, state, or local Medicaid. Some services are paid for with other state funds. Other services are paid through a third party such as Vocational Rehabilitation. All services must be authorized by the appropriate state or local body prior to providing service. Services can be paid for in a variety of time increments. Some services are billed in 15 minute increments, some as a daily rate, and so on.

Net Sales comes from “sub-contract” income. This means that we contract with businesses that provide work for people we support. This enables our staff to evaluate people’s interests and skills with the goal of obtaining a job in the community. The types of work that we do include assembly and packaging, manufacturing, inspections, rework, sewing, saw and tool work. When the people we support work at these jobs, they are typically paid either paid piece rates based on the prevailing wage for that job or minimum wage.

Another source of funds pay for “room and board” including rent. This may be in the form of an individual’s social security that is received due to disability.

Donations, grants, and fund raising represent a small percent of our budget, but are vital to our programs. These funds are typically used to provide services to people who have no funding but are in great need of services. They may also be used to start up new programs or enhance existing ones. Sometimes, donations are specific to be used at a certain site or in a certain way. Grant funds are used exactly as requested and specified in the grant.

Finally, we receive funds from some counties to assist with unfunded mandates and services.



Expense

The majority of our funds are spent on staff salaries and benefits, which is typical for a non profit service organization. We spend as little money as possible on “bricks and mortar”, preferring to put the bulk of our funds into the direct support staff and the services and supplies needed to support people in the community. Our administrative expense is typically around 10-12%. That means that out of a one dollar donation, $.88.goes to support what we do, and $.12 is spend on the administrative support to make that happen. Administrative support consists of financial services, human resources, information technology, and quality assurance.
